Definitions

IC OUTLETS: Refers to the independent website and mobile application operated by IC OUTLETS, providing trading services for electronic components, chips, drones, servers, and other products.

User: Refers to all entities that register, browse, or use the services on IC OUTLETS, including buyers and Vendors.

Buyer: Refers to corporate purchasing personnel or individual consumers who purchase goods through IC OUTLETS.

Vendor (Seller): Refers to merchants who open shops and sell goods on IC OUTLETS.

Intermediary + Testing Model: Refers to a business model where IC OUTLETS acts as an intermediary, uniformly receiving buyer orders, collecting payments, receiving Vendor shipments to the IC OUTLETS consolidation warehouse, conducting third-party testing, shipping, and providing after-sales service. IC OUTLETS is the buyer’s sole counterparty and quality guarantor.

IC OUTLETS Consolidation Warehouse: Refers to the central logistics center established by IC OUTLETS for receiving Vendor shipments, conducting quality testing, repackaging, and uniformly shipping to buyers.

Institutional Testing: Refers to the professional service provided by IC OUTLETS, commissioned by qualified third-party testing institutions, to authenticate, test, and verify the parameters of goods delivered by Vendors to the consolidation warehouse.

Two-Way Information Separation: IC OUTLETS uses technical and management methods to ensure that neither buyer nor seller can obtain the other’s personal information—buyers are unaware of specific Vendor information, and Vendors are unaware of buyer information.

Private Transactions: Refers to transactions where buyers and sellers bypass IC OUTLETS’s transaction process and communicate, make payments, or deliver goods through channels outside IC OUTLETS.

Order: A receipt issued by a buyer to IC OUTLETS for placing an order.

NCNR Products: Refers to special products that are non-cancellable and non-returnable, such as customized models or discontinued models.

Registration Information

Users shall provide IC OUTLETS with true, accurate, and complete registration information. Users shall update their registration information promptly if there are any changes.

Users shall be responsible for the authenticity and validity of all information they provide and shall bear the corresponding legal liabilities arising therefrom.

Account Security

Users shall properly safeguard their account password and verification information. Users shall be fully responsible for all actions taken using their account and password.

Users’ accounts may not be transferred or sold to other parties. IC OUTLETS reserves the right to suspend or terminate any account at its discretion.

If any abnormalities are found in the account, users should immediately contact IC OUTLETS’s customer service.

Product Information

Product information (including title, images, description, parameters, inventory status, etc.) published by vendors must be true, accurate, and complete, and must not be fabricated, exaggerated, or misleading.

Product prices, quantities, and availability on IC OUTLETS are subject to change based on market conditions and sales, without special notification from IC OUTLETS. Due to the large volume of product information on the website, while every effort is made to ensure accuracy, delays or errors may occur.

If a significant price error or out-of-stock situation is found, IC OUTLETS has the right to unilaterally withdraw the information or cancel the order, and will promptly notify the user.

Order Placement and Payment

Buyers should carefully verify the product model, specifications, technical parameters, quantity, and other information when placing an order.

Submitting an order and completing payment constitutes a sales contract between the buyer and IC OUTLETS. Once the order is confirmed by IC OUTLETS, the buyer may not unilaterally cancel or modify the order without IC OUTLETS’s written consent.

Buyers should complete payment within the specified time frame. If payment is not made within the specified time, IC OUTLETS reserves the right to cancel the order.

Supported payment methods include: credit/debit cards, PayPal, Alipay, bank transfer (through a virtual account generated by IC OUTLETS). All payments must be made in USD.

Delivery and Ownership

Delivery Time: Delivery is considered complete once IC OUTLETS delivers the inspected and qualified goods to the carrier. The risk of damage or loss of goods transfers to the buyer upon delivery.

Logistics Tracking: IC OUTLETS will update the logistics status (received at consolidation warehouse, passed inspection, shipped, in transit, signed for) on the order details page.

Estimated Delivery Time: The estimated delivery time is based on IC OUTLETS’s published reference time. Actual delivery may be delayed due to force majeure.

Buyer Rights

To select goods and generate orders on IC OUTLETS.

To check order status and logistics information.

To apply for returns and refunds in accordance with IC OUTLETS agreement.

Buyer Obligations

To pay the full price of the goods on time and as agreed.

To provide accurate shipping address and contact information. The buyer shall bear the responsibility for any logistics delays or losses caused by incorrect information.

To promptly inspect the goods. If no objection is raised within one week of receipt, the goods are deemed accepted.

To comply with all applicable Chinese laws and regulations and export control laws.

To refrain from any malicious refunds, false complaints, malicious negative reviews, or other actions that violate the principle of good faith.
