Shipping Policy

  • Policy Objectives

This policy is formulated to standardize the logistics and delivery services of the IC OUTLETS platform (hereinafter referred to as “the Platform”), clarify the rights and obligations of buyers, vendors, and the Platform in the logistics process, and ensure the safe and timely delivery of goods. This policy is an important part of the “IC OUTLETS Platform Comprehensive Service Agreement”.

  • Core logistics model

This platform adopts a centralized logistics model of “warehousing + unified testing + unified shipping”: Buyer places order → Vendor ships to the [IC OUTLETS warehouse] → Platform signs for receipt → Third-party organization tests → Testing passes → Platform packages and ships goods → Buyer receives goods.

  • Scope of application

This policy applies to all orders transacted through this platform, including those from buyers, vendors, and logistics service providers partnered with the platform.

  • Core Terminology
    • IC OUTLETS Consolidation Warehouse: This is the central warehouse established by the platform to receive shipments from vendors, conduct quality inspections, repackage, and uniformly ship to buyers. The specific address is provided by the platform in the supplier’s backend.
    • First Stage Logistics: The logistics stage where vendors ship goods from their own warehouse to the IC OUTLETS Consolidation Warehouse.
    • Second Stage Logistics: The logistics stage where the platform ships inspected and qualified goods from the consolidation warehouse to the buyer’s delivery address.
    • Institutional Testing: This platform commissions qualified third-party testing institutions to provide professional services for authenticating, testing, and verifying parameters of goods received at the consolidation warehouse.
    • Prohibited/Restricted Goods: Goods prohibited or restricted from being sent, imported, or exported by any competent authority.
    • Sensitive Goods: Goods subject to additional restrictions in air transport due to their special properties, such as containing batteries, magnetic materials, or liquids.
  • Product Classification (by Transportation Attributes)
    • General Goods: Ordinary goods that are not classified as dangerous, sensitive, or prohibited items, requiring no special safety inspections or declaration documents. Such as passive components, connectors, resistors, capacitors, and integrated circuits in their proper packaging.
    • Sensitive Goods: Goods restricted from air transport due to their special properties, requiring additional documentation. Such as drones with built-in lithium batteries, chips with encryption functions, and servers with power on.
    • Prohibited Goods: Goods prohibited from transport by laws and regulations. Such as firearms, drugs, hazardous chemicals, and counterfeit goods.
  • Delivery time limit

We ship in-stock orders as soon as possible, typically within 1-3 business days (certain orders may take a little longer but this is a typical timeframe for shipment, apart from futures).

  • Shipping address

Vendors must ship goods to the IC OUTLETS consolidation warehouse address designated by the platform. The specific address is displayed on the order details page in the vendor’s backend.

  • Shipping Operation Requirements

Vendors must strictly adhere to the following requirements when shipping goods:

  • Packaging Requirements:
    • Use anti-static bags to package electronic components to prevent electrostatic damage.
    • Add sufficient shock-absorbing material (bubble wrap, pearl cotton, etc.) to avoid damage during transportation.
    • Clearly display the platform order number on the outside of the packaging (bold font, no less than 3cm).
    • Fragile items should be labeled with a “Fragile” warning label.
  • Accompanying Documents:
    • Include a packing list with the shipment, specifying the product name, model, quantity, and order number.
    • Provide a quality inspection report for the corresponding batch (if applicable).
    • Provide the original manufacturer’s datasheet or a download link (if applicable).
  • System Operation:
    • Immediately after shipment, enter the tracking number and logistics company in the supplier backend.
    • Upload a scanned copy or photo of the packing list.
  • Direct shipping to buyers is prohibited.

Vendors are strictly prohibited from shipping goods directly to buyers for any reason, or attempting to bypass IC OUTLETS’ consolidation warehouse. Violations of this clause will be handled in accordance with the “Vendor Violation Penalty Clause”.

  • Logistics costs to be borne
    • First leg of logistics costs

The logistics costs for vendors to ship goods to the IC OUTLETS consolidation warehouse are borne by the vendors themselves. The platform does not collect or advance these costs.

  • Logistics risk assumption

Risks such as loss, damage, and delays of goods during the first stage of logistics (from the time the vendor ships the goods until the warehouse signs for them) shall be resolved by the vendor and the logistics service provider themselves, and the platform may provide necessary assistance.

  • IC OUTLETS warehouse receipt

Upon receiving the goods, the IC OUTLETS consolidation warehouse will perform the following operations:

  • Outer Packaging Inspection: Check the outer packaging for damage, water stains, heavy pressure, or other abnormalities.
  • Quantity Verification: Verify that the actual quantity matches the packing list and order information.
  • Anomaly Recording: If discrepancies are found in quantity or damaged packaging, take photos as evidence and notify platform customer service.
  • System Receipt: Update the system status to “Consolidation Warehouse Receipt”
  • Institutional testing
    • Testing Process:
      • Testing Commission: The platform commissions a qualified third-party testing organization to conduct the testing.
      • Sampling/Full Inspection: The sampling ratio or full inspection is determined based on the product value and risk level.
      • Testing Items: Including but not limited to:

Authenticity Verification (Comparison with original manufacturer specifications)

Appearance Inspection (Packaging, Markings, Pin Integrity)

Key Parameter Testing (Electrical Performance Verification)

X-ray Inspection (If internal structure needs to be inspected)

  • Test Report: The testing organization issues a formal test report, which is archived by the platform for future reference.
  •  Detection time limit:

The platform promises to complete standard testing within 5 business days after receipt at the consolidation warehouse. Complex products (such as high-value chips like FPGAs and CPUs) may require extended testing time, and the platform will inform you in advance.

  • Testing fees:

    • Inspection Passed:

The platform uniformly packages and labels the goods.

The order status is updated to “Inspection Passed, Ready to Ship”.

Entering the second-stage logistics and shipping process.

  • Inspection Failed:

The platform immediately notifies the supplier of the inspection results and requires them to provide an inspection report.

The order enters the after-sales process: initiating either 【Return and Refund】 or 【Reshipment】.

The supplier should confirm the handling plan within 【24 hours】.

  • Platform shipping rules
    • Use IC OUTLETS’ unified brand packaging boxes/bags;
    • The platform promises to complete shipment within 24 hours (calculated in working days) after inspection and approval.
    • The platform has the right to independently select suitable logistics service providers (including but not limited to DHL, FedEx, UPS, SF International, EMS, etc.) based on factors such as destination, goods attributes, and time requirements.
  • Logistics tracking and information synchronization

The platform will synchronize logistics information to both buyers and suppliers in real time.

  • International Logistics and Customs Clearance

Import duties, value-added tax, and other import-related taxes and fees that may arise from cross-border orders are the responsibility of the buyer, subject to the determination of the customs authorities of the destination country. The platform will display the potential taxes and fees on the settlement page.

  • Customs Clearance Delays

The platform is not liable for customs clearance delays caused by the following reasons:

  • Customs inspection or random checks in the destination country
  • Buyer’s failure to provide the necessary information for customs clearance in a timely manner
  • Goods are deemed sensitive products requiring special permits by the destination country (if the supplier did not disclose this in advance)
  • Embargo and Restrictions
    • Prohibited Items

The following items are strictly prohibited from being shipped through this platform:

  • Firearms, weapons, and explosives
  • Drugs and psychotropic substances
  • Flammable and explosive hazardous chemicals
  • Ivory, rare and endangered animal and plant products
  • Counterfeit currency and securities
  • Obscene materials
  • Other items prohibited by laws and regulations
  • Restricted Items

The following items may be subject to shipping restrictions and must be declared in advance and confirmed by the platform:

  • Products containing lithium batteries (must comply with IATA regulations)
  • Magnetic materials (must be demagnetized or specially packaged)
  • Liquids and powders (MSDS required)
  • High-value goods (insurance required)
  • Intellectual property sensitive goods (authorization certificate required)
  • Lost or Stolen Packages

While we take every precaution to ensure your order arrives safely, IC Outlets cannot be held responsible for lost or stolen packages once they have been shipped. Any financial loss resulting from a package not arriving falls under the responsibility of the shipping carrier selected at checkout.

If your package is lost or stolen:

  • Please contact the shipping carrier directly to initiate a claim.
  • You may reach out to support@icoutlets.com if you need any documents, such as a proof of shipment or invoice, to file a claim with the carrier.
